ODFW's blacktail management plan says breeding normally happens in November and gestation runs about 203 days. The study it cites from the southern Oregon Cascades (Pamplin 2003) found fawning peaked on June 14, which by our count puts peak breeding about November 23. Its 2003 mule deer plan says mule deer breeding peaks in November and runs into December.
The windows above sit inside those months. ODFW gives no peak day, regional split or whitetail dates, so the card peaks are our estimates. The blacktail window runs from late October, when ODFW's 2026 forecast expects north coast bucks to be rutting in the last weeks of the rifle season that ends November 6, through the end of November, past that fawning count.

Western Oregon's general blacktail tags are sold over the counter, while every eastern Oregon buck tag is a draw, set by Deer Hunt Areas since 2026. The 2026 dates:
West of the Cascades the rifle season closes November 6, early in the November breeding, so the rut belongs to late bow seasons, muzzleloader draws and premium tags. East of the Cascades, 49 of 57 controlled rifle hunts end October 14, and the six that run in November carry about 108 tags. Northeast whitetail hunters get the most rut time: nearly 1,200 muzzleloader tags from November 16 to December 15.

From mandatory reports, ODFW estimates 2025 hunters took about 37,600 deer on any legal weapon (rifle) tags, nearly all bucks, plus about 3,400 with bows, 900 with muzzleloaders and 2,600 on antlerless hunts. Together that is about 44,500 deer, roughly 41,000 of them bucks. The general Western Oregon rifle tag alone produced about 25,700, just over half on public land.

ODFW counts over 34 million acres of public land open to hunters, mostly national forest and BLM. The Department of Forestry also manages about 745,000 acres of state forest, and ODFW runs 19 wildlife areas, most needing a parking permit. The Access and Habitat program gave hunters access to 2.2 million acres as of January 2026, but Manulife left after May 31, taking about 270,000 northeast acres and 12,400 southwest acres with it.
